City Council meets 3rd Tuesday of each month
City Council Duties
- Enacts ordinances, sets policies, and develops an annual Legislative Agenda for the City of Hallsville.
- Oversees the city budget and capital improvements program.
- Holds monthly council meetings to address issues and concerns in the community.
- Responds to constituents’ concerns at neighborhood meetings, through written correspondence, and telephone communication, and staff assistance.
- Serves on Mayor and Council Subcommittees to deal with specific issues such as public safety, youth and family issues, and community services.
Jesse Casey
Mayor
Jesse Casey was elected Mayor on November 7, 2017. Jesse grew up in Hallsville and was an Honor Graduate from Hallsville High School in 1979. He graduated from University of Texas at Tyler in 1983 with a Bachelor of Science in Secondary Education and received his Master’s in Education with a Mid-Management Certification from Stephen F. Austin State University in 1999. He returned to Hallsville after graduation in 1999 to serve as an Administrator in the Hallsville school system after being a Math teacher and Coach for 13 years.
His wife, Melissa works for Frontline Education as an Implementation Specialist. All 3 of his children graduated from Hallsville High School: Luke in 2003; Carly in 2013 and Jacob in 2015.
Jesse retired from Public Education in December of 2017 after 35 years’ experience. He desires to serve the Hallsville community and its citizens and he wants to give back to the community that he loves!
Lauren Bresch
Alderman
Mrs. Bresch has been a resident of Hallsville since 2008. She has been married to her husband, Chris, for since 2006. He is a Petroleum Geologist and the Vice President of Exploration at R. Lacy Inc. They have one son, Brennen, who is in Junior High at Hallsville. Lauren is a small business owner in Hallsville. She enjoys serving her community by volunteering at school, serving on the Hallsville Education Foundation, President of her neighborhood homeowner’s association, and has served on several city committees. In her spare time she enjoys watching football with her family, decorating, traveling, and spending time with family and friends. She is very excited to serve on the City Council and is so thankful to live in this wonderful community.
Charlie Hunt
Alderman
Mr. Hunt has been a resident of Hallsville since 2008. He is the Refinery Site Manager for Baker Hughes in Tyler. He has been married to his wife, Laura since 1986 and they have four children and two grandchildren. Charlie is active in the community as a Rotarian and a Lion’s Club member. As a Rotarian, he organizes the Longview ISD backpack program, which serves over 400 children weekly. He has served as a Baptist Deacon since 1994. Charlie served as a Hallsville ISD Trustee prior to being elected to the Hallsville Alderman position in 2015.
Guy Walker
Alderman
Mr. Walker has been a resident of Hallsville for the past 49 years. He was a 1988 HISD graduate and has been married to his wife, Michelle since 1993. They have two sons: Jacob, a 2015 HISD graduate and Brayden who will graduate Class of 2021. Guy is an Electrician and has worked for HISD for seven years. Guy’s dad, Jake Walker, served on the City Council from 2012 until his death in 2016. Guy stated, “I’m like my Dad – I’m here to stay and it’s an honor to serve my community.” Guy’s favorite past time is watching baseball of which both his boys played for the Bobcat baseball team.
Gary Lovelace
Mayor Pro-Tem
Mr. Lovelace was born in Longview,Texas and spent most of my life in Hallsville. He has been married to his wife Trisha since 1977. He has two married daughters Tara Rangel and Lara Hood, and four grandchildren who all reside in Hallsville. He has spent nearly forty years in education of which thirty six years have been with the Hallsville School District, and spent thirty years in the administrative area of education. Gary is a former elder of Alpine Church of Christ where he and his wife have attended since 1979. Mr. Lovelace is looking forward to serving our Community on the City Council. In his spare time, Gary tends to his tree farm, plays golf and enjoys watching sporting events.
Brant Cain
Alderman
Mr. Cain is a sixth generation Hallsville native who loves his community, embraces its history and looks forward to Hallsville’s future. Mr. Cain attended Hallsville schools and graduated with honors from Hallsville High School in 2007 where he excelled as a trumpet player in the Bobcat Band. Brant is a graduate of Texas State University with a degree in Healthcare Administration and is currently a Medical Practice Administrator for the University of Texas Medical Branch. He is married to his wife, Courtney, who is an agent at the family business in Hallsville, Cain Insurance. They are expecting their first child in December, 2022. Brant and Courtney enjoy spending time exploring the beautiful back waters of Caddo Lake in their mud boat. His hobbies include boating, attending a variety of live sporting events and preparing food in his outdoor smoker.
