The City of Hallsville Council meeting convened in regular session at 6 P.M. on Tuesday, November 18, 2014, at City Hall located at 115 Main Street.
The following members were present:

I. Call to Order
The meeting was called to order by Mayor Jerri Medrano.
II. Invocation
The Invocation was led by Mayor Jerri Medrano.
III. Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Medrano.
IV. Consent Agenda
Mayor Jerri Medrano asked to approve the Consent Agenda Items including the Police Department Summary for October 2014, the Water Department Summary for October 2014, the Permit Report for October 2014, and the Monthly Financials for October 2014.
Alderman Gary Nash stated that he is proud that we don’t have many incidents in our town or very much crime. Mayor Jerri Medrano stated that neighbors are good about watching out for one another.
Motion was made by Alderman James Mizell and seconded by Alderman Tim Hatten.

VII. Items to Be Considered

1. Consider and act upon the approval of the Minutes of October 21, 2014.

Motion was made by Alderman Gary Nash and seconded by Alderman Tim Hatten.
Motion carried. 5 Ayes; 0 Nays; and 0 Abstention

2. Consider and act upon approving Resolution 2014-11-18 for the bids received for Water Line Improvements Phase 1 presented by Kyle Stephens, Hayes Engineering.

Mayor Jerri Medrano asked to table this item because Hayes Engineering is still investigating the low bidder references. Mayor Jerri Medrano asked if a special meeting can be called on December 4, 2014 at 4:30 pm to discuss and approve the selected bid. Alderman Eric Anderson stated he will not be able to attend, because he will be out of town for work.

Motion was made by Alderman Gary Nash and seconded by Alderman Tim Hatten to table to the December 4, 2014 Special Meeting.

3. Presentation, discussion, and action of Ordinance 2014-11-18 of the City Council of the City of Hallsville, Texas, canvassing returns and declaring results of the General Election, held on November 4, 2014, for the purpose of Legal Sell of Beer and Wine Off-Premises Consumption Only.

Alderman Tim Hatton wondered how accurate the numbers really are. Mayor Jerri Medrano stated that nobody contested it, so these numbers are final. Alderman Eric Anderson asked about how many registered voters the City had, because this was a pretty good turnout. Mayor stated that the last list shown roughly 2,700 voters. Alderman Eric Anderson asked if the City could look at the tax revenue for the sale of Beer and Wine to earmark for the City Park. Mayor Jerri Medrano stated that was a good idea and we will check into seeing how we can distinguish beer/wine sales tax from regular sales tax.

4. Consider and act upon approval of Ordinance 04-02 Youth Curfew.

Motion was made by Alderman Tim Hatton and seconded by Alderman Eric Anderson.

5. Consider and act upon approving Resolution 2014-11-18A, an error made in the Employee’s Manual regarding paid out Vacation time.

Motion was made by Alderman Eric Anderson and seconded by Alderman Jake Walker.
Motion carried. 5 Ayes; 0 Nays; and 0 Abstention

6. Consider and act upon approving Ordinance 2014-11-18A adding a TABC Permit fee to the current Rates/Fees Schedule.

Motion was made by Alderman Jake Walker and seconded by Alderman Eric Anderson.
Motion carried. 5 Ayes; 0 Nays; and 0 Abstention

Alderman Eric Anderson asked that if a new Ordinance is brought to the Council for approval, that the first time they see the Ordinance that is can be up for discussion and not approval. Mayor Jerri Medrano stated that we can table the Ordinance and that way we can have discussion regarding it.

Alderman Eric Anderson asked if at a later meeting the Council can re-address the freezing of taxes for residents that are over 65. Mayor Jerri Medrano stated that City Secretary Kim Smith will gather information, and Internal Auditor Faron Cain will look at the numbers and how it will affect the City’s revenue.

Alderman Gary Nash asked about the discussion of Garage/Yard Sale Permits, and thought something more was going to be brought to Council. City Secretary Kim Smith stated that the Chief and herself have not been able to get together to take care of that.

The Council complimented the Christmas Decorations, and Mayor Jerri Medrano asked the Council if they will keep a look out and if they notice lights out or anything on the decorations to let us know as soon as possible.

City Secretary Kim Smith stated the Christmas Parade application was approved from TxDOT and notified the Lion’s Club of TxDOT’ S requirements, and notified Galilee Baptist Church regarding the MLK Parade so we can get that application approved also. Alderman Eric Anderson stated that it will be better to make sure to get them done ahead of time, because what could take a month for us to prepare could take them three months to approve. Mayor Jerri Medrano agreed and stated that in the summer we can apply for the Western Day’s parade.
